DCP possesses a team of extremely experienced individuals from all facets of the financial services industry, led by the following individuals:
DCP was founded by Gary Katz, who has a 24 year background as an owner of and investor in corporate and real estate assets. After graduating Dartmouth College and Harvard Law School, Gary served as a law clerk to a Federal District Court Judge, was the lead lawyer on over 30 jury trials as an Assistant District Attorney in Massachusetts, and worked as a corporate restructuring attorney at Skadden, Arps where he advised the senior management of large corporations facing periods of intense financial and operational stress and distress. Prior to founding DCP in 2009, Mr. Katz was a partner at Delaware Street Capital, a hedge fund specializing in credit opportunities.
Since joining in 2010, Mr. Billet has overseen DCP’s expansion into new businesses and led the development of the organization’s research and client-services systems. A longtime investor in semiconductors and small businesses, Mr. Billet spent seven years in the world of public policy as associate editor of Commentary magazine. His articles on business, policy, and culture have appeared in publications like the Wall Street Journal, City Journal, the New Republic, and Commentary.
Mr. Aizenberg has a 20 year track record in middle-market finance, having sourced and executed over 100 debt and equity transactions representing over $2 billion in financing. Salo was previously a Managing Director at several SBIC and CLO funds, including the RLJ Companies, Westbury Partners, and Global Leveraged Capital. Mr. Aizenberg began his career at BNP Paribas and received his MBA from Columbia Business School. Mr. Aizenberg also manages Downtown Investment Advisory, a Registered Investment Advisor providing wealth management services to individuals and institutions.

Robert Blum has a 30 year career in financial services and law. He joined Plus Funding Group as its chairman in October 2014. Previously, in 2005 he co-founded and co-managed Full Circle Funding, LP, a finance company making secured loans to small and mid-sized companies, which was converted in 2010 into a public business development company. Prior to Full Circle, Mr. Blum built the new manager seeding business at the Fairfield Greenwich Group and spent ten years at Oppenheimer and Co., Inc. as a member of the firm’s Management Committee and a managing director, working in both the legal department and in several investment management businesses. Mr. Blum began his career as a corporate and securities lawyer at Fulbright and Jaworski, Reavis and McGrath in 1984. Mr. Blum is a graduate of the University of Pennsylvania and the University of Chicago Law School.
